About the HCSCC Charter Champions Network
HCSCC Charter Champions will play a key role in the successful promotion of the HCSCC Charter of Health and Community Services Rights. As an HCSCC Charter Champion, you will be a member of a network to build awareness of the Charter principles and rights within your group, work unit or agency. You will also work within your group, work unit or agency to bring the HCSCC Charter principles and rights to life. Some Charter Champions will promote complaints resolution taking into account the HCSCC Charter principles and rights.
An HCSCC Charter Champion will have a strong commitment to upholding the rights of service users. Charter Champions will also recognise that people seeking or receiving care, and people providing care, need to work together to ensure safe, high quality services and the best possible outcomes.
An HCSCC Charter Champion may be a person who:
- provides a health or community service, for example: a health professional, care worker, case manager, supervisor or chief executive
- seeks or uses a health or community service
- cares for a service user
- advocates on behalf of a service user/s
- someone who represents an interest group that wants to help bring the Charter principles and rights to life.
HCSCC Charter Champions will have three key roles - to ASK:
- Advocate - spread the message about the HCSCC Charter
- Support - act as a local representative about the HCSCC Charter
- Knowledge share - linking colleagues to knowledge and information resources about the HCSCC Charter.
For example, HCSCC Charter Champions may undertake the following activities among their group, work unit or agency:
Advocacy:
- Help communicate messages about the Charter.
- Provide advice and guidance on the rights of health and community service users.
- Assist and advise others to help incorporate the Charter and its principles into the activities or the day to day practice of your group, work unit or agency.
- Lead a group discussion session to raise awareness about the Charter with your members or colleagues.
- Gather and communicate feedback to HCSCC on behalf of your members or colleagues.
Support:
- Help guide and influence positive behaviour change among your members or colleagues.
- Provide regular updates and lead group discussions about the Charter.
- Provide ideas or suggestions for new initiatives or improvements to HCSCC Charter resources.
- Act as the key contact person between HCSCC and your members / colleagues / group / work unit / agency.
Knowledge share:
- Try and make sure that HCSCC Charter resources are readily available to your members / colleagues and on display if you provide a service.
- Respond promptly to requests for help from your members or colleagues.
- Collect ‘Good News’ stories about the implementation of the HCSCC Charter.
- Work with HCSCC to help identify responses to practical issues affecting the implementation of rights.
- Network with and learn from other HCSCC Charter Champions.
- Help point others in the right direction towards relevant Charter information or resources.
- As opportunities arise, join wider discussion about the effectiveness of the HCSCC Charter and the promotion of the rights of service users.
- Ensure that HCSCC is advised if the HCSCC Charter Champion changes and to pass on any relevant information or ongoing tasks.
HCSCC will support Charter Champions in their role by providing:
- Information, advice, practical support and resources.
- Periodic newsletters and email updates on matters affecting the rights of health and community service users, the HCSCC Charter of Health and Community Services Rights and the work of HCSCC.
- The opportunity to contact and gain support from other HCSCC Charter Champions.
- An ongoing opportunity to provide feedback about their thoughts, ideas and challenges.
- Workshops and events about Charter rights issues.

Once your registration as an HCSCC Charter Champion has been received we will send you an HCSCC Charter Champion Starter Pack either by email or mail. The pack contains a range of tools which will assist you in your role as an HCSCC Charter Champion, including an:
- HCSCC Charter Champion: Charter presentation
A PowerPoint presentation to introduce your group, work unit or agency to the HCSCC Charter. Additional slides are available to enable you to tailor your presentation to meet the specific needs of your members or colleagues. For example, you may wish to add any / all of the following:- Individual slides with the complete wording of each of the eight Charter rights - allowing a more detailed discussion about what the Charter rights may mean for your group, work unit or agency.
- A series of alignment slides - showing the Charter rights and how they align to existing industry standards / codes of conduct / accreditation requirements / quality improvement measures.
- Case study examples as they align to the HCSCC Charter rights.
- HCSCC Charter Champion Action Guide
The Action Guide contains information to help you in your role as an HCSCC Charter Champion to learn more about the HCSCC Charter of Health and Community Services Rights. The guide also provides you with some practical ideas to help you, your group, work unit or agency to promote and implement the HCSCC Charter.
- HCSCC Charter Champion Action Plan (template)
The Action Plan template is a quick and easy tool to help you keep track of the things that you, and your group, work unit or agency has identified to do to promote awareness and use the HCSCC Charter in practice.
- HCSCC Charter Champion Contact List
All registered HCSCC Charter Champions will be asked to give permission for their name, position, name of group / unit, name of organisation and email address to be shared with other registered HCSCC Charter Champions. This will help networking and support. Only details from people who have given their permission for their details to be shared will be included in the contact list.
- HCSCC Charter Champion Registration / Update Form
This form can be completed and forwarded to HCSCC if:- you need to update your contact details, or
- you are no longer continuing as an HCSCC Charter Champion and you want to nominate another person as your replacement, or
- you want to withdraw without nominating a replacement.
