Part 3 of the Health and Community Services Complaints Act 2004 requires the Health and Community Services Complaints Commissioner to:

  • develop a draft HCSCC Charter of Health and Community Services Rights
  • to consult with interested persons to obtain a wide range of views and to
  • provide the draft HCSCC Charter to the Minister for Health for approval.

A six week consultation process started on 1 July 2010 with the widespread distribution of a Discussion Paper that included a draft HCSCC Charter of Health and Community Services Rights.

HCSCC received a total of 148 submissions, 39 from groups and organisations and 109 from individuals. The submissions provided rich feedback enabling detailed analysis and review of the draft HCSCC Charter of Health and Community Services Rights.

The HCSCC Charter Consultation Report, including a proposed HCSCC Charter of Health and Community Services Rights was provided to the South Australian Minister for Health on 30 September 2010.

The Minister for Health tabled the HCSCC Charter of Health and Community Services Rights in the South Australian Parliament on 8 March 2011. On 23 June 2011 the HCSCC Charter as tabled came into effect.
